What is the longest focal length you feel you can shoot without a tripod and image stabilization? Do I buy the 55- 250mm with I S. or the 75-300mm without I S?

That totally depends on the size, strength, and skill of the photographer and the shutter speed he uses.. I shoot at 500mm in good light with my Tamron 200-500mm lens which does not have IS. In low light situations I use a tripod or other means to stabilize the lens.
Why not buy the Canon 70-300mm F4-5.6 IS USM lens? It is a much better lens than the 75-300mm and it has IS. It sells for about $650 new, a considerable increase over the 75-300mm ($170) but a much better lens.

$650 for a lens is a lot on my budget. I'll see what the Boss lady says.

Good advice from Ira regarding lenes. I would add this. I would only quadruple my budget if it was for my end target lens. Otherwise I'd buy a lens that wouldn't break the bank (or relations with the boss)and save like heck for the lens I really want to end up with. Many have had good luck with the off brand 150-500's by Sigma and Tamron, and they are a reasonably priced option compared to similar in Nikon or your case Canon. In addition they can be found used or refurbished at prices even easier on the pocketbook. For instance I bought my Sigma on Craigslist for $750. A mere 100 bucks (easy for me to say eh?) from the Canon 70-300. But no warranty, so there are risks involved. Not sure what lens you think you want to end up with? There is always the rental market for testing. Also good for trips and such. I guess what I'm saying is don't break the bank on a 300mm lens unless that is your target end focal length. Because you're prolly end up going hat in hand to the boss in the not to distant future saying "Honey, I really need a 500."  and the answer could be  ......

HA HA. Thanks for the advice Rich. My Canon T3i is in the mail now. So I will have a 18-55mm lens a 75-300mm lens. I bought a t-ring so I can hook it to my telescopes 80mm @ F/350, 90mm @ 1250mm , 114mm @ 450mm, and 120mm @ 600mm. I will start with these and see what happens. I really want to get my 114mm scope back together. Its a newt telescope with a 450mm F/L. It uses mirrors instead of refraction so there is no false color. However my shots will be upside down but that's ok I'll flip them over in photo shop. I might get some funny looks at circle B.
